cURL error 28: connect() timed out!

if I set the timeout to 30 it does not work I tested this on
simple pie demo the feed works using wordpress ver 2.71 the lastest
of wpomatic 1.0RC4-6
using this feed: http://gal00.dpnet.com/ndrss.php...
it works on the google reader as well

check around to see if my host was the issue could not find anything on google.
