Cant save settings on Apache running on windows

I installed WP-o-Matic on wordpress running on apache server installed on windows vista machine. When I activate the plugin and go to settings and go thru all four steps of setting and click on submit, instead of going to dashboard, I go back to settings again. I keep doing these but the settings dont get saved. If I click on campaign or anything else, I still get the settings screen. What could be going wrong?
