Feed URLs convert '&' to '&'

When a feed URL contains ampersands ('&'), the feed validates correctly, but when it is written to the 'wp_wpo_campaign_feed' table field 'url', all of the '&'s are rewritten as '&', which breaks the feed.
The feed still validates (oddly), but it will not fetch.
Manually modifying the table entry will correct the problem, but it's annoying.
