FEED URL parsing entities

recently I had to debug an issue where a feed wasn't working properly for a user. after a quick look in the database I found the url for the feed had the html entity & in place of a &
to correct this i changed it in the database and it worked, however it would be best to at least parse out the html entities in URLS so what a admin types in is what the site is posting to.
