Time interval being ignored

As a test, I have set the refresh time at 1, 3, or 5 minutes, fetching 3 at a time. However, it never refreshes. Is there a minimum value threshold for the refresh interval?

I should add that no matter what I set the interval to, it is showing up on the dashboard as 3 hours. Is that the minimum for some reason?
